Borough Council Work Session Meeting Cancelled

Please be advised that the Borough Council Work Session meeting scheduled for Thursday, March 7, 2024 has been cancelled.

The next Borough Council meeting is scheduled for Thursday, March 21, 2024 at 7:00pm.

The meeting shall take place at the Narberth Borough Municipal Building, located at 100 Conway Avenue, Narberth, PA. Meeting details are available at www.narberthpa.gov. New Trash Collection Schedule Starts Tomorrow, Feb 6th

Please be advised that trash collection has been moved from Fridays to Tuesdays, beginning Tuesday, February 6th. Yard waste collection will remain on Wednesdays and recycle will remain on Thursdays.

Announcement: Request for Proposals for Narberth Parks Plan

The Manager (the “Borough Manager”) of the Borough of Narberth, Pennsylvania (the “Borough”) is accepting proposals for a one-time contract to perform certain professional services work for the Borough to develop the Narberth Parks Plan.

This work shall include performing community outreach and engagement, researching site opportunities and constraints, producing site planning documents and the Narberth Parks Plan, presenting the plan to the community, the Narberth Parks Plan Study Committee (the “Study Committee”), and the Narberth Borough Council (the “Borough Council”), and other related activities as specified in the Scope of Work.

Sealed proposals (3 copies) must be received by the Borough Manager at 100 Conway Ave., Narberth PA 19072 no later than 11am, February 2, 2024.  In addition, proposals shall be submitted as a single PDF file via email to the Borough Manager at mwest@narberthpa.gov, with subject line “Municipal Consultant Proposal for Narberth Parks Plan RFP”, no later than 11am, February 2, 2024.

2024 Trash/Recycling Collection Information

If you have not already heard, J.P. Mascaro was awarded a four-year contract for the Borough’s trash and recycling collection services for the years 2024-2027. They have created an informational pamphlet which provides collection details and a schedule for 2024. Please click here to view the pamphlet. You will also receive a hard copy in the mail. Please keep an eye out for it.

Construction Bid Notice – 80 Windsor Ave Structural Roof Reinforcing Project

INVITATION TO BIDDERS

Notice is hereby given that Council will accept bids for the structural reinforcement of the Library roof per plans prepared by GCI, LLC, Structural Engineers.

This is a Single Prime (GC-type) Contract Project. All Bids must be accompanied by a Bid Bond or certified check made payable to Narberth Borough in the amount of 10% of the total bid proposal.

For a hard copy, contact Alan Guzzardo, Assistant Borough Manager at 610.664.2840 in advance of pick up. A non-refundable fee of $75.00 is required for each hard copy, payable to Narberth Borough. 

IMPORTANT: All bidders must notify Nick Cirilli of their intent to bid, in order to be on the distribution list for all addenda. Sealed Bids are due by 2:00 P.M., January 18, 2024 on at which time they will be publicly opened and read aloud at the Borough Hall. No bids will be accepted after this date and time.

Anticipated contract award is February 1, 2024. Sealed bids shall be addressed to Narberth Borough and delivered to 100 Conway Avenue, Narberth, Pa.,19072

Hand-delivered sealed bids must be given to a Borough Employee and delivered during normal business hours of 8:00 A.M. to 4:00 P.M., Monday to Friday, except Holidays.

A pre-bid meeting will be held on January 3, 2024, at 10:00 A.M., at the Narberth Library, 80 Windsor Ave., Narberth, Pa, 19072.

Prevailing wage rates apply. PA. Act 127 (Public Works Employment Verification Act) requirements are applicable.

The selected bidder will be required to furnish a Performance Bond, Payment Bond, Maintenance Bond, and Insurance Certs, including Worker’s Compensation Insurance.

Construction start date is expected by March 4, 2024. Narberth Borough reserves the right to reject any and all bids, parts thereof, and/or any or all bid alternates and, in general, to make awards in any manner deemed to be in the project’s best interest.

Borough Council Adopts 2024 Preliminary Budget

Borough Council adopted a preliminary 2024 operating budget at their meeting on November 16, 2023. The preliminary budget and presentation are available below. The document is also available to the public at 100 Conway Ave, Narberth PA 19072 between the hours of 8am and 4pm.

Borough Council will meet on Thursday, December 21, 2023 at 7:30pm to consider final approval of the proposed 2024 operating budget.

Trash and Recycling Collection Bid Update

Dear Narberth residents:

The Borough’s current contract with Republic Services, which handles our trash, recycling, and brush pickups, expires at the end of this year. The Borough recently issued a Request for Proposals (RFP) for trash and recycling services and received one qualified bid, while the previous RFP for trash and recycling services resulted in four bidders. The one bid received by J. P. Mascaro & Sons, has resulted in the cost for services being twice as the current contract. The Borough’s current annual solid waste fee of $400 for a single-family house would double under this new contract, with the fees for apartments and commercial properties also doubling.

The Borough does not have the equipment to handle trash collection and we have been unsuccessful in identifying alternative solutions. The significant increase in costs is not unique to Narberth, with many surrounding municipalities experiencing similar, or greater increases over the past couple of years. The Borough was hoping to avoid this situation, but ultimately, trash and recycling needs to be picked up next year, and no other options exist.

A representative from J.P. Mascaro & Sons will be at the Borough Council meeting on Thursday, November 16 to discuss the contract and the reasons for the higher costs.
